Richard Baronins was lead designer for this project while at Architecture 49. The proposed mess hall at 4 Wing was conceived to bring together the separate mess facilities for Officers, Non-Commissioned Officers, and Enlisted personnel within a single building. While each rank retained its own lounge, bar, and dedicated entrance, a shared dining room and centralized kitchen unified the program, streamlining food preparation and service.

The plan was organized around an open courtyard and light well, drawing natural light deep into the building while aiding in wayfinding. In response to the harsh climate of Cold Lake, the layout was consolidated to reduce exposure and create a more efficient envelope.

Architecturally, the use of linear and triangulated forms was intended to evoke the dynamics of flight, projecting a dramatic and iconic presence against the flat landscape.
