Richard Baronins was a lead designer for this project while at Architecture 49. He was responsible for the Design Development of a new firehall and emergency response centre located just off the naval base in Esquimalt, near Victoria. This new facility houses a full-service fire hall, residential quarters for firefighters, lounge spaces, offices, and a state-of-the-art Emergency Response Centre (ERC).

The design intent was to create a building that is both highly efficient and a recognizable landmark within the community. The ERC is distinct from the fire hall, separated by a three-storey glazed atrium that contains a central stair and serves as the heart of the complex.

The training tower was expressed in exposed cast-in-place concrete, emphasizing strength and durability, while the main building was clad in bold red composite metal panels, reinforcing its identity as a civic and emergency services facility.
